Indo China must of course reserve the right to

unload at Haiphong munitions of war required for her own

defence along the frontier bordering Kwangsi, as for

instance at Na-Cham, a fortified frontier post, and it is

possible that the arrival and transit of such munitions have

given rise to exaggerated statements appearing in the

Japanese press in recent months. These are probably inspired

with the intention of embroiling Indo China in the Sino-

Japanese conflict, and form an additional reason for prudence on

the part of Indo China.
